The project also includes advising on cyber security, spectrum assignments and valuation of licences for 2G, 3G and WiMAX frequency spectrum and setting up an observatory of major telecommunications indicators and a database with all antennas. Developed a toolkit for the assessment of the bid books. In this toolkit particular attention was paid to the advertisement market and competition issues in this market (market structure, commercial and public players, market shares and market power, tariffs and discounts, link between advertisement market and listeners market, developments). Design and implementation of the auction to allocate 3G licenses in the Czech Republic including spectrum packaging, modeling and determination of the minimum price for these licenses. Project director.

Design and implementation of the UMTS auction including spectrum packaging, technical terms and conditions of licences, examination of entree barriers and competition issues in this market, valuation of the licenses, definition of the number of players in this market and operating conditions for these players. Ministry of traffic, water management and public transportation of the Netherlands 

Acted as principal advisor and Project Head for the design and implementation of a National Antenna Policy and the development of an Antenna Bureau. Site sharing was (and still is) an important pillar of this antenna policy.

Ministry of traffic, water management and public transportation of the Netherlands 

Advise on licensing procedures (1999 – 2001) for the WLL, DVB-T and T-DAB and broadcasting frequency auctions. Conductance of studies on the markets for these services, barriers and competition issues in these markets and the economic value of these licenses. Cooperated closely with the ministry of Culture and the Independent Post and Telecommunications Authority and Competition Authority on market engineering issues. Due to political reasons, these auctions were not implemented. Project director.

Ministry of traffic, water management and public transportation of the Netherlands 

Advise and assist in resolving issues surrounding the organization of the Directorate-General of Telecommunications and Post. Acted as advisor and implementer in the reorganization of the former ‘Hoofd Directie Telecommunicatie en Post’ into the current Directorate General Telecommunications and Post. Designed and implemented an interface relationship with the policymakers at the Ministry with the Radiocommunications Agency.  Was also responsible for the conversion of the Radiocommunications Agency into a more independent Inspectorate for Telecommunications.

Ministry of traffic, water management and public transportation of the Netherlands

Acted as project leader and advisor for the design and implementation of spectrum allocations for FM broadcasting licenses (beauty contest) and GSM/DCS 1800 licenses (auction).

Professional Officer in the Royal Netherlands Armed Forces

After having successfully finished the Royal Military Academy, Ton Meuleman followed the regular career steps, starting as platoon commander then deputy company commander, company commander and staff officer at the Army Head Quarters. He left the Army as a professional officer in 1994 (major) and kept on serving the Army as a reserve officer.
